Certificates authorising the Collector of Customs at Calcutta to allow the shipment of opium intended for Macao will be issued by the Roard of Revenue only on

the application of the Agent appointed by the Portuguese Government for that purpose.

Certificates in respect of such opium up to a limit

of 500 chests in any one year will be granted to the

Agent at such times as he may apply for them.

In respect of any application for Certificates in

excess of the limit of 500 chests in any one year the Agent will he required to satisfy the Government of India that the application is made in accordance with the provisions of the agreement, for which purpose he must produce a certified copy of the customs certificates referring to the opium, which shall have been produced to the Governor of Macao by the Macao opium farmer under Article 5 of the Agreement, together with the license of the Governor of Macao under Article 6 permitting the importation

into Macao.

Opium for export under the certificates may be purchased by the Agent at the monthly sales or privately from legitimate holders of opium in Calcutta.

Opium destined for Macao will in all cases be exported from Calcutta, exports of Halwa opium from Pombay having now ceased.

For the purposes of paragraphs 2 and 3 above, the year will be taken as running from 1st August to the 31st July.
